The China-ASEAN and International Investors Alliance, abbreviated as CAIIA, is an independent, nongovernmental, non-partisan, private-sector-led, non-profit membership association established in the Kingdom of Cambodia. Cambodia is CAIIA’s legal seat and primary operational base, while its lawful programs may support regional and cross-border cooperation. CAIIA represents and protects the shared legitimate interests of its members, advances the public interest,
and facilitates responsible, transparent, and sustainable investment cooperation among China, ASEAN, and
international partners.

Message from the President

Welcome to the China-ASEAN and International Investors Alliance.

CAIIA was established in Cambodia to help responsible investors and institutions work across borders with better information, stronger preparation, and clear standards of conduct. Our registration by the Ministry of Interior gives us a firm legal foundation. Our credibility, however, will depend on how consistently we act with independence, integrity, and professional discipline.

Cambodia connects dynamic ASEAN markets with China and the wider international community. CAIIA will use this position to support practical cooperation: reliable market orientation, credible project preparation, structured institutional dialogue, qualified introductions, and attentive post-investment care. We will also maintain clear boundaries. CAIIA cannot grant approvals, guarantee financing, or promise commercial outcomes. We can help serious participants understand requirements, address risks early, and engage the right institutions and professionals through proper channels.

We invite qualified members and partners to contribute expertise, identify responsible opportunities, and uphold the standards set out in our Statutes and Code of Conduct. Together, we can strengthen confidence in cross-border investment and help legitimate projects create durable value for businesses, communities, and the wider economy.

Registered in Cambodia

CAIIA was entered into the Association Register of the Ministry of Interior under Prakas No. 11996 Pror.Kor, signed on 16 September 2026. Its registered headquarters is located at Borey Sen Sok, House No. 901, Street No. 01, Sangkat Teuk Thla, Khan Sen Sok, Phnom Penh Capital. CAIIA conducts its activities without generating distributable profit and without discrimination based on race, skin color, gender, or religion. It must cooperate with relevant ministries and institutions when carrying out activities within their respective sectors, in accordance with applicable law.

Provide a credible and neutral platform for structured dialogue among investors, enterprises, embassies, chambers of commerce, professional bodies, development partners, and competent public authorities.

Help identify, preliminarily screen, structure, and promote lawful, commercially viable, development-oriented investment opportunities.

Strengthen investor and project readiness through market-entry orientation, capacity building, specialist advisory support, multi-stakeholder coordination, and practical execution assistance.

Promote responsible business conduct, institutional integrity, environmental and social awareness, due
diligence, and sustainable value creation.

Provide structured post-investment care, investor-retention support, and early problem-solving assistance for
legitimate projects and partnerships.

Develop secure multilingual systems for member engagement, curated pipelines, confidential document
exchange, performance tracking, and knowledge sharing.

Support dispute prevention and voluntary, neutral, confidential facilitation, with referral to accredited
mediators, legal counsel, arbitral institutions, or competent courts when appropriate.

Legality and integrity

We require lawful conduct, truthful disclosure, documented authorization, and professional ethics.

Independence and neutrality

We are non-partisan and do not serve as an instrument of any political party, candidate, government body, commercial sponsor, or individual member.

Transparency and accountability

We maintain appropriate governance, financial controls, records,
reporting, and conflict-of-interest procedures.

Responsible business conduct

We expect respect for anti-corruption rules, labor rights, environmental and social safeguards, and legitimate stakeholder interests.

Inclusivity and sustainability

We support equal treatment and long-term economic value that respects
communities and the environment.

Confidentiality and data governance

We protect non-public information through role-based access,
consent-based handling, retention rules, audit trails, and cybersecurity controls.

Do no harm

We do not knowingly facilitate activity associated with material corruption, sanctions evasion, forced labor, human trafficking, severe environmental or social harm, unlawful land acquisition, or gross
violations of law or fundamental rights.
